CARGO CULT MENTALITY
During WWII a cargo plane full of supplies was to drop them to waiting troops but due to rough weather was blown off course and dropped its cargo over a jungle village outside of the combat area. Not familiar with hearing aeroplanes overhead, the natives came out of their huts to find the sky abloom with parachutes. Some of the supplies were useful to the natives and some were not, but every day thereafter the natives came out of their huts at precisely the same time to look up, fully expecting more gifts from the sky.
This is referred to as "cargo cult mentality." Many people suffer from this today; they hope to win the lottery, or wait for their inheritance. Other's wait patiently for some kind of federally funded assistance program.
